The Chinese characters for HANGAKU are 坂額' when we use the word as a proper noun that refers to a historic personage, and they are 板額 when we use it as a common noun.  It is inappropriate to say that this word as a common noun refers to stout ugly women and has a sneering connotation.  The word has a more objective meaning which does not contain any affective connotation.  It means a woman who does not flinch from difficulties and acts positively in a dignified manner.
